The United States maintains Hfttt j’thia' violates Article 111 of the trijteiipte; Convention concluded in 1899 between: the United States, Germany, and HjyrjtfHA, ■ which provides for equal treat.jjßent, in the matter of commercial privi- : leges in the Samoan Islands. The United States Government says jthat American firms doing business m Samoa have suffered heavily, one large jJjWßae-being forced to withdraw from the Samoan trade. Protests against the Orderit-in-Council of September, 1923, 1 establishing the discriminatory rates were ■lodged' shortly after that date, but Britain replied stating that the Colonial TOnce was. considering the matter which would be handled as expeditiously as possible.
