The Bill was read a second time bv 169 votes 129.—A. and N.Z. Cable. CONSCRIPTION IN SAGHALIEN. NEW YORK, April 11. (Received April 13, at 5.5 p.m.) The New York Times’s Tokio correspondent says that the Japanese War -Department will shortly issue a decree announcing military conscription in the southern portion of Saghalien, to become effective next August. This is a new policy to extend compulsory military service to the colonies.—A. and N.z,. Cable. JUGOSLAV GOVERNMENT RESIGNS. BELGRADE, April 12. (Received April 13, at 11.25 p.m.j M. Pachitch’s coalition Ministry has resigned as it believes an election is necessary to clear up the situation.
