(Received Feb. 26, at 9.5 p.m.) At a time when the Congressional halls resound with the clash of conflict and the bitterest, partisan warfare. Representative Blanton to-day offered a pleasant humorous relief. During a discussion on the tax reduction measure which has been nearly as stormy as the discussions on the oil scandal, Mr Blanton offered an amendment imposing a tax of 99 per cent, on any marriage settlement to be paid by a foreigner " contracting a marriage with an American woman, and 75 per cent, on any estate passmg through death into the hands of the foreign husband of an American woman. Mr Blanton was cheered while be made an impassioned appeal of two hours to safeguard American heiresses who were falling a prey to penniless titled foreigners. He informed the Speaker that American women were the most beautiful in the world and certainly deserved Congressional protection. Condolences were solemnly offered to Mr Blanton when bis amendment was defeated.—A. and N.Z. Cable.
