DISFRANCHISED IN NATAL A PRECIPITATE ORDINANCE. Press Association—By Telegraph—Copyrhjat CAPETOWN, January 10. The MaritzSurg Provincial Council has passed, an ordinance amending the Natal Township Act by the total elimination of Asiatics from the township franchise. Asiatics in Natal (jo not possess the parliamentary franchise, but' they were automatically enfranchised for the local board elections by what is known as the listcourt judgment of the Natal Supreme Court. The Administrator vainly urged the Council to await the result of an appeal which is now pending, as the new ordinance is practically identical with the one which- was previously passed by the Council and vetoed by the GovernorGeneral. The Administrator pointed out that the ordinance would create intense feeling in India, and would embarrass the Union Government in its efforts to deal with the whole Asiatic question,—A.- and N.Z. Cable.
