(Received January 9, at 7.10 p.m.) The Minister of Finance, Viscount Shoda, declared that the new Cabinet would adopt the previous Ministry’s Budget and Estimates for the coming fiscal year, involving a reduction of 40 000,000 dollars in the reconstruction appropriation. The new Cabinet, however, intends to resort freely to foreign loans which will be devoted to the promotion of productive undertakings. This reverses Count Yamamoto’s definite policy to effect loans internally instead of abroad. —A. and N.Z. Cable.
