One witness declared that the present control was a regime of despotism. It was also alleged that some of the stewards, who were notorious bettors, accepted big commissions from bookmakers and stampeded the ring. _ Another charge was that the stewards relied largely upon “third degree’’ methods of conducting inquiries.
