DEFENSIVE ALLIANCE SUGGESTED. RUSSIA TAKES UMBRAGE. frue Association—Br Telegraph— Copyright STOCKHOLM, November 4. M. Heiderstierka, Foreign Minister, has resigned as a result of a storm of criticism which was aroused by a speech in which he urged a defensive alliance with Finland. The Prime Minister (M. Trygger) disclaimed responsibility for the utterance. The Russian press, in commenting on the incident, declares that the speech was hostile to Russia, and urges the recall of the trade delegation and the cancellation of all contracts. —A. and N.Z.
