(Received Nov. 4, at 11.5 p.m.) Whether the United States will have a part in the new reparations inquiry is* much in doubt, as even the modifications to the Hughes plan which were brought forward by Prance made it appear to some of the officials that the final draft of the plan may render American participation futile. No final decision will be reached until the exact terms of the French proposals are known. Nothing is yet known officially. The United ‘States Ambassador had a conversation with M. Poincare in Pans to-day. It is understood that the view of the Government is that anything short of a full and impartial examination of Gemiany’s economic situation would tail to he of any useful purpose. —A. and N.Z. Cable.
