General Wi-Pei-fu’s forces have been driven from Szechuan, and are retiring down the Yang-tsze, on which steamship traffic is practically impossible owing to the systematic firing upon all foreign vessels. Wu-Pei-fu’s representative is sorely beset. Chang-sha is the centre of a perpetual battle in which foreigners run considerable risks.
