Hughes (Secretary of State) has sent two Notes to tho British and Spanish Governments insisting upon respect for American rights and the maintenance of the open door at Tangier. One communication despatched to-day reminded tho Powers that while the United States has no political interest in Morocco it has definite privileges and rights under the Act of Algeoiraa, and concluded : “ The United States Government presumes that at the forthcoming conference regarding Tangier nothing will bo done to interfere with these rights, or the principle of equal opportunity.
