The relations between the Chinese Government and the foreign diplomats are disturbed as the outcome of a Presidential mandate accepting the resignation of the Tuchun of Gyu and promoting him, which the diplomats consider a violation of the promises under which it was understood that he was to be dismissed. The Chinese press publishes a sensational report that the diplomats have banded the Government an ultimatum (remanding the vithdraw.il of the mandate within 48 hours.— Reuter.
-ELEVATION OF TUCHUN. DR KOO RESIGNS AS A PROTEST. PEKING, October 18. Dr Wellington Koo (who represented China at the Washington Conference) nas submitted- bis resignation as Foreign Minister, ostensibly as a protest against the Liiichchg bandit episode. Dr Koo had assured tile foreign diplomats that China would remove the Tucbvm under whose jurisdiction the attack occurred. The Government removed the Tuchun, but elevated liim to military rank and promoted him to honorary retirement, thereby nullifying the spirit of Dr Koo’s assurances. —A. and N.Z. Cable.
