GRIEVANCES STILL UNSETTLED. LAHORE, August 20. A Gazette of India Extraordinary has been issued containing the views of the Government of India on the White Paper published by the British Government on the grievances of Indians in Kenya colony. The Indian Government notes with satisfaction the final abandonment of any idea of compulsory racial segregation, but stands by its previous attitude that a common electoral roll is an urgent matter, without which there can be no prospect' of composing racial differences, and the tension in Kenya. The attitude regarding the reservation of the highlands is also unsatisfactory. The- Indian Govern; ment recognises to the full the fairness with which it has been heard, and feels, that the dooisjon marks an advance, though falling Short of the Indian standpoint. Emphasis is laid on the fact that no final conclusion on the question of the future control of immigration has been reached. The Government gladly notes that the exclusion of Indians from the highlands is not embodied in legislation, but records its deep regret that his Majesty’s Government did not feel justified in giving greater' effect to the recommendations of the Indian Government and the Secretary' of State. The _ Indian Government realises that it is obliged to accept the decision of his Majesty s Government, and cannot now be asked for reconsideration and revision, when it \vas reached, after protracted de-.‘ liberation. Nevertheless, it must reserve to itself the liberty of making such representations as may be necessary whenever in the future legitimate opportunity should present itself, either as a result ot the experience gained, or by a change of events jar otherwise.
