It is reliably reported that Japan has decided to approach America and Britain with a view to reaching a tripartite agreement to enforce the provisions of tho Washington Naval Treaty without awaiting French ratification.—A. and N.Z. Cable. Up to the present Great Britain is the only Power that has scrapped all tho ships promised under the Washington Treaty. Since the war ended she has reduced the greatest navy in the world s history by 44 battleships and battlecruisers, 86 cruisers, 286 destroyers, and over 100 submarines. France has not yet ratified the treaty, and the United States and Japan have been holding back until she does so. Elsewhere it is mentioned that M. Poincare desires ratification before the present French Parliament rises.
