Tho League of Nations’ Union unanimously passed a resolution expressing the opinion that in view of the German otter, the time has arrived when Britain ought to suggest that tho questions of reparations, inter-Allied debts, the security of frontiers, and tho limitation of armaments should be referred to the Council of the League, and that Germany bo immediately invited to join tho League.—A. and N.Z. Cable. Lord Robert Cecil in an address to the General Councilof the League of Nations’ Union prior to his departure for America, said ho did not believe there was any responsible body of opinion in France that desired annexation of. the Ruhr. The predominant feeling in ranee, he believed, was profound uneasiness, and, if this great international difficulty were to be attacked successfully, they must devise some adequate security for France against attack by Germany. Some such proposal as had been put before the League of Nations was the only guarantee so 1 far as security was concerned—namely, a general guarantee carrying out the principle of Article 10 (guaranteeing tire international status quo) but making it really effective in binding all parties tp it to come to the assistance of any one of them if they were attacked.
