Amery (First Lord of the Admiralty), in responding to the toast of the Navy, said it was oliVious that the defence of the Empire could not be sustained indefinitely by one small island in the North Sea. It must depend upon the co-partnership of the dominions. They must recognise the necessity for a. central naval base in the outer seas. That was the obvious answer to the need for complete mobility east and west from a central position. Without an active and strong navy the army would be of little use in war. —A. and N.Z. Cable.
