(Received April 29, at 5.5 p.m.) The Turks have proposed a form of words which, in the opinion of the Allies, will have the effect of abolishing the Capitulations from September, 1914, when the Turks, without the consent of the Powers, declared them abolished. It Is pointed out that this would make it possible for the Turks legally to claim arrears of taxes from Allied companies, and. also to annul the proceedings of the Consular Courts since their establishment m 1918. Mr Grew Said that the United States wished it to bo understood that they never consented to the proposition that rights acquired under the treaty could bo abrogated by the United States. Later action as to the rights of the Turks in 1914 was reserved. M. Pelle is leaving to confer with M. Poincare. It is understood that he carries a new concession project suggested by Ismet Pasha for the 1914 concessions, which were superseded by Angora’s approval of the Chester scheme. —A. and .N.Z. Cable-
