(Received March 4. at 5.5 p.m.) During a discussion in the Chamber of on the Budget, Mr Lefevre, an ex-Minister, recommended as an alternative to the proposed increased taxation a loan without interest with lottery prizes, costing in prizes and amortisation 3£ per cent. The scheme provides for a daily lottery being drawn during the first year, each with prizes totalling 1,250,009 francs. Afterwards the drawings would he made weekly, and eventually one 500-franc bond "out of every five would be reimbursed at double its face value.—A. and N.Z. Cable.
