WHEAT-MARKETING SCHEME

FARMERS’ AND MILLERS’ PROPOSALS. Tho following scheme for marketing wheat grown in New Zealand during the current season, 1922-23, was agreed upon by representatives of flour millers and the New Zealand Farmers' Union in Christchurch on Tuesday, January 30. Tho proposals are to be submitted to the Government by a deputation to bo appointed by the Farmers’ Union; and, if accepted by the Government, are to become the conditions upon which wheat of milling quality is to be bought, sold, or exported during the current season, and are to como info force by and when an Order-in-Council embodying the conditions of this scheme shall be Gazetted: 1. That the Government agrees to maintain (he existing embargo on the importation of foreign Hour. That so long ns the said embargo on the importation of flour is maintained, Iho flour millers undertake to purchase wheat of good average milling quality, grown in New Zealand, at tire minimum price of 5s Gd per bushel, free on board at nearest port. 2. That there shall be no limit to the quantity ol wheat that any miller may purchase, and no permit or other authority to purchase shall bo necessary. 3. Every miller who purchases wheat shall deduct from tho amount payable to the seller of such wheat the sum of 2d per bushel, and shall remit the same to the person or body authorised to receive such moneys, to be held, used, or disbursed in the manner hereinafter provided. 4. For tho purpose of giving effect to tho proposals heroin contained, the Government Wheat Controller shall be empowered to be, and is hereby declared to be, the treasurer of a fund to be hereafter called the Equalisation Fund. And every miller who purchases wheat, and who has complied with the conditions of such purchase as hereinbefore stated, shall pay on demand to the Wheat Controller the sum of 2d per bushel for every bushel of wheat purchased by him. 5. The Equalisation Fund shall be used as follows: —(a) To defray tho costs and expenses of the Wheat Controller’s office and of tho Wheat Board, (b) To divide pro rata amongst those who may be entitled thereto any balance remaining. G. In event of its being ascertained that there is a surplus of milling wheat in New Zealand, or the probability of a surplus, any person or firm may be permitted to export wheat held or owned by him or them in such quantities ns may bo determined; such permit to export to bo issued by the Government, as at present. 7. If it be made clear, by tho submission of documents, that a loss lias resulted from the export and sale of such wheat, then a payment of such sum and at such time as the Wheat Board may determine shall lie made, to recoup such loss or a part thereof. 8. At some date, to be hereafter fixed by the Wheat Board, tho balance of the fund remaining after the payment of all costs and expenses incurred in tho carrying out of this scheme, shall bo distributed pro rata to all who have sold wheat to millers or who have exported wheat and of which sale or shipment full particulars have been supplied to the Wheat Board; but no one who lias omitted or neglected to supply such particulars shall participate in such distribution.

9. In connection with this scheme, and as a part thereof, there shall be constituted by appointment by tho Government a board, to be called the Wheat Board, to consist of; Two persons elected by the North Canterbury Provincial Executive of tho New Zealand Farmers’ Union, two persons elected by the Mid-Canterbury Provincial Executive, N.Z.F.U., two persons elected by the South Canterbury Provincial Executive, N.Z.F.U., two persons elected by tho Oamaru Provincial Executive, X.Z.F.U., one person elected by the Otago Provincial Executive, N.Z.F.U., together with the New Zealand Government Wheat Controller. The board to hold office for one year from the loto of its appointment.
