Addressing the American Historical Association at Newhaven, Connecticut, on “The Features of the External Relations of tho Britioh Commonwealth of Nations,” Sir Robert Borden, former Canadian Prime Minister, said: “I believe that the essential unity of tho commonwealth has in no sense been diminished by its development into an organisation which is virtually a Britannic League of Nations. It seems paradoxical to affirm that as the ties in their form become looser, the truth is they become stronger,- yet this was demonstrated in 1914.” He advocated an extension of the conference with the dominions which existed during the war, and which should be made permanent. “While present conditions continue,” he declared, ‘‘the best that can be hoped for is a system, of frequent consultation by cable and occasional consultation and discussion by conference, whenever domestic political duties permit the dominion Ministers to attend. It is not improbable that the status of Ireland will have a certain influence upon the constitutional develop, raent of the other self-governing dominions.”
