THE WASHINGTON TREATY FRANCE’S RATIFICATION DOUBTFUL. Press Association—By Telegraph—Copyright PARIS, November 23. M. Leygues, interviewed, said that the Commission on territorial and military matters would report against the ratification of the Washington Treaty, If the Treaty wore ratified it would be with such reservations that .the naval situation which was accepted at Washington would be completely modified. T rance refused to accept naval Geniality with Italy, because Franco was washed by two seas. She had an immense colonial empire, and she must protect her communications. France's position in this respect was unique. The committee strongly protested. against the manner in which the tonnage was fixed. It was based on present strength, instead of on pre-war strength. All France’s war efforts were devoted to land armaments, and naval construction was abandoned; therefore, the present position of the navy was abnormal. It would, perhaps, be impossible to incre-sise the fleet ? but the national pride was deenly wounded. There would be an overwhelming vote against the Treaty.—A. and N.Z. Cable. .
