FEAR OF AN OUTBREAK. Press Association—By Telegraph—Copyright, LONDON, October 13. Reliable advices received at London state that the Soviet Government is feverishly brewing European turmoil, especially in Germany, whither Communist agents are constantly proceeding through Petrograd and the Baltic States. Ine flow of agents recently has been assuming alarming proportions, giving rise to an apprehension of ■ an impending Communist outbreak in Germany.
