In the course of his speech Air Alassey stated that, as Finance Minister, ho hoped" to pay into the Advances Department within a day or two the sum of £2,000,000, which it was proposed to lend at 5£ per cent, on chattel securities, in sums of £250 to £3OO, to small farmers, to establish them on the land. He also stated that the boards that are to inquire into the condition of the soldier settlers are set up in 11 districts, and (ho one remaining would be set up in a fow days, and would bo able to commence operations forthwith,
