CONFERENCE WITH BELGIANS FAILS. fttoM Association— By Telegraph—Copyright. BERLIN, September 9. (Received Sept. 10, at 5.6 p.m.) No progress haa been made by the Belgian and German Conference regarding guarantees. The Gorman Government has nothing more to offer in the way of guarantees th,an it offered to Sir John Bradbury. The Reiohsbank and other banks have refused to have anything to do with the guarantees, and the .outlook is pessimistic. The Belgian delegates warned the Germans that they could not prolong the deliberations, and said they would leave Berlin on Sunday, whereupon the Germans submitted a complicated plan of guarantees which the Belgians are considering.— A. and N.Z. (Received September 10, at 11.5 p.m.) The Belgian, delegation has broken off the negotiations with the German Government regarding the guarantees for the payment of the Treasury bills, replacing the reparation instalments due in 1922. — IA. ana N.Z.
