(Received Sept. 10, at 11.5 p.m.) China faces another civil war, and' the. ■ country is on the verge of a new change of government which threatens to give the militarists complete control. President Li Yuan-hung expresses great anxiety over the increase in the power* of the military governor, who now admittedly controls Parliament, every session of which since August 8 has been attended by violence. The adoption of a constitution, which was considered to be the first step, now appears to be. remote.
