The Fiscal Commission, which has been sitting since September, has concluded its report, though it has not yet been submitted to the Indian Government. It is understood that it is certain to have the dissent of some Indians; otherwise it is fairly unanimous. It recommends discriminative protection, the abolition of countervailing excise duties, Imperial preference where no economic loss would result to India, a free flow of foreign capital, the appointment of a Tariff Board, and a policy of general industrialisation of the country.—Reuter.
