THE NORTHERN REVOLT. ( DECLARATION OF INDEPENDENCE, Frees Association—By Telegraph—Copyright. TOKIO, May 16. Word has been received that Chang Tso-Lin has declared the independence of Manchuria and Mongolia, and has requested their recognition by the Foreign Office. Tokio is not officially to scout the news, but nevertheless it is known that such a move on the part of the Mukden war lord was not unexpected in official circles. If it should prove true, Chang’s- move will be embarrassing to Japan, whoso most important Chinese interests centre in Manchuria. Chang Tso-Lin’s declaration is particularly important, as the independence of Manchuria and the Japanese influence there, in conjunction with the Japanese miiritime provihee of Kamchatka, practically cuts off Soviet Russia 'from the Far East, Furthermore, the Chinese hope of regaining control of Mongolia by peaceful means may now be frustrated, as it is unlikely that the Russian forces there will be withdrawn unless Chang Tso-Lin is first suppressed.—A. and N.Z. Cable. TIENTSIN REGION. FURTHER HOSTILITIES. TOKIO, May 16. According to Peking reports hostilities have again broken out between Wu Peifu and Chang Tso-Lin north of Tientsin. —A. and N.Z. Cable.
