PUBLIC WORKS EXPENDITURE
A NOTE OF WARNING. UNPRODUCTIVE PUBLIC WORKS. (Pub United Press Association.) WELLINGTON, April'26. “There is a phase of the question of expenditure upon public works to which I desire to call your Honor’s attention,” said Mr T. 0. Bishop in addressing the Arbitration Court to-day. “If public works are undertaken .to-day at the existing 'high costs of material and labour, ail'd at the very high cost of money, there is no chance of these works over becoming- productive, and they will remain for all time a further burden on the taxpayer. It is sale to prophesy that in two years’ time the public will condemn such expenditure, although tq-day they may be demanding it. Consider the example offered by Government houses. They were built to satisfy popular demand, and already the tenants are clamoring for a reduction of rents, which could only be given at the expense of the taxpayers. The Prime Minister sounded a not© of warning in this connection recently "'hen speaking in regard to the five million loan, just floated in London.”
