Amoy (China) reports that Chang-Tsaar Lin’s forces retreated after preliminary skirmishes with Wu-Pei-Fu’s troops south of Tientsin.—A. and N.Z. Cable. A JAPANESE PLOT. SHANGHAI, April 26, Despatches state that General Wu-Pei-Fu has complete evidence that General Chang-Tso-Lin’s expedition against Pekin was a Japanese plot designed to stir up strife in Shantung, thus furnishing the Japanese with a pretext for sending troops, ostensibly to quell the warfare, but in reality to maintain a hold on the province and the railway.—A. and N.Z.
