SIBERIA AND CHINA. ~ JAPAN'S POLICY. Pro* Association—By Telegraph—Copyright TOKIO, April 21. (Received -April 23, at 5.5 p.m.) The. Minister of War, Mr Yanianashi, informed An Opposition delegation that a reduction of the Japanese forces in Siberia ■was impossible until an agreement had been reached with a responsible Russian Government for tl: maintenance of order. Mr Yamanashi indicated that Japan would not act unless Japanese interests in (Shantung were menaced, or unless Chinese functions should enter ihe neutral zones. Under the circumstances it was impossible -to reduce the Japanese army by- more than 50,000 men.—A. and N.Z. Cable. AFFAIRS IN CHINA. PEKIN, April 21. (Received April 23, at 5.5 p.m.) The troops of Chang Tso Lin, Governor of Manchuria, took possession of Pekin and Tientsin, replacing the local police forces.—A. and N.Z. Cable.
