PERSIAN LOAN.

OVERLOOKED CONDITIONS. RIVAL OIL INTERESTS. Proas Association—By Telegraph—Copyright DELHI, March 22. After drawing all the recent American, advance the Persian Government is endeavouring not to disburse, having discovered that the loan is mixed up with the concession to the Standard Oil Company in the northern oilfields, and also because of the conflicting interests of the Standard Oil and Anglo-Peraian Companies. The Government laboured under the impression that it was an unconditional separate loan, and now is unwilling- to accept the advance which it is trying to repay, but it has little hope of success. In consequence a Cabinet crisis is apparently imminent.
