He was one of the founders of modern government in Japan, and also the founder of the Progressive Party, Waseda/ University (Tokio), and Japanese Women’s University. He was Finance Minister ‘'-1869-1881, Foreign Minister 1888-1889, Minister of Agriculture and Commerce 1896-1897, and Prime Minister and Foreign Minister 1898. He was a keen horticulturist.]
