THE NAVAL TREATY
GOOD PROGRESS MADE. THE SUBMARINE QUESTION (Fbom the Special Repbesentative of the Australian Press Association.) WASHINGTON, January 4. (Received Jan. 4, at B\3o p.m.) It was stated to-night that the French deputation had notified Mr Hughes that they accepted in principle the second and third Root resolutions seeking to outlaw submarines. Franco is now ready to pro-, ceed with the discussion on the scop6 and wording of the resolutions and other details when Italy and Japan assent. Excellent progress *was made to-day in British circles in shaping out the details of the Naval Treaty. Experts are dealing with the technical details and the delegation itself is devoting its attention to matters more of policy, such as the procedure if one of the signatory Powers goes to war with a non-signatory Power. _ The hope is expressed, that everything will bo ready for the signing of the treaty this week.—A. and N.Z.- Cable. * WASHINGTON, January 3. In the- House of Representatives Mr Beavis (Republican) introduced a; resolution whioh is designed to force Prance to start the payment of her war debts to the United States because of her naval programme.—A, and 'N.Z. (Received Jan. 4, at 9.5 p.m.) Mr Beavis introduced a resolution in the House of Representatives to-day which, it is admitted, is directed against France, It provides that the United States shall advise certain debtor nations which intend "'to spend immense sums on naval armament that payment of their obligations to Ameiica would be acceptable.— A. and N.Z.
