(Received Oct. 24, at 5.5 p.m.) Viscount Grey, speaking at Birmingham, said he regarded the Washington Conference not as a rival to the League of Nations but as a co-operating power. The United States had summoned a conference with absolute sincerity in a desire to promote the peace of the world. If all the Governments put their cards on the table he was sure some' diminution of armaments must result.—A. and N.Z. Cable. ARRIVAL OF DELEGATES. THE CAPITAL EM FETE. ROUND OB’ SOCIAL FUNCTIONS. WASHINGTON, October 24. (Received Oct. 24, at 11.20 p.m.) The capital has begun to take on a vivid international colour, such as was displayed in Paris during the Peace Conference, with the arrival of the vanguard of the Disarmament delegates and their advisers. The Japanese arrived from San Francisco by special train. Largo crowds lined the streets. The Japanese naval and military men wore full dress uniforms, and were escorted by mounted troops. Shortly afterwards Lord Beatty, General Diaz, and General Jacques (Belgium) arrived by special train. 'The city is en fete. President Harding and members of his Cabinet will give receptions and a round of social functions has been planned. General Diaz, Lord Beatty, and General Jacques will proceed shortly to Kansas City where they will attend a meeting of'the American Legion of Exaefjvice men.
