CONVEYANCE O'F LUGGAGE. (Peb United Press Association.) WELLINGTON, September 15. By-laws are gazetted defining' the con* ditions under which the Railway Department will not bo responsible for loss or damage; of goods received for carriage, or to be carried by the railways,. and the conditions under wnioh the department accepts or rejects responsibility for loss or damage of chocked luggage. By-laws provide that theatrical companies, of not loss than six adult passengers, will ■be allowed to take free 2 cwt of effects for each* adult ticket hold. All effects in excess. of the uuantity allowed to be taken free of charge will be charged at such rates and will be conveyed under such conditions as may be, prescribed. 1
