(Received Aug. 14, at 11.5 p.m.) It is reported that the United States is negotiating separate Peace Treaties with Germany and Austria-Hungary, the latter differing from the former. The German Treaty will be based on certain pro visions of the Versailles Treaty, while thr Austro-Hungarian Treaty will be drawn up more like an agreement of amity am commerce.—A. and N.Z. Cable.
