BRITAIN, AMERICA, AND JAPAN. *

It is authoritatively learned that Mr Lloyd George and the dominion Prime Ministers are vexed over the .United States’s refusal to consider an understanding between Great .Britain,_ Japan, and America to take the place of the. Japanese Alliance. Great Britain suggested tljata, conference of the three Powers ,be held preliminary to the Washington meeting in order to reach such an understanding. Mr Hughes (Secretary of State) and President Harding, remembering the fate of the Versailles Treaty and the Franco-American defence agreement in the Senate, vgtoed the suggestion, feeling certain that Congress would not accept it. It is now regarded as certain, however, that the .proposals will be broached when the Washington Conference assembles on November 11.—A. and tf.Z. Cable.
