Many men are returning to work, and the troops are withdrawing.— Reuter. JAPANESE LABOUR UNIONS. A STAGGERING BLOW. TOKIO, July 27. (Received July 28, at 9.15 p.m.) The strike at Kawasaki dockyards in Kobe has apparently ended in .the crushing defeat of the strikers. Thirty per cent, of the workers have returned to the shops unconditionally, and the remainder are expected to return shortly. These workers are the most skilled class in Japan, and were in a favourable position to enforce their demand. Their defeat is considered a blow against the right to organise unions.—A. and N.Z.
