The World states that after peace between the United States and the Central Powers is declared plans for the flotation of a great German loan in the United States will be announced. The paper •adds that the German representatives have been sounding American bankers in the various financial centres, and have found encouragement in every quarter. It is pointed out that Germany is in an advantageous position, since she has no external debt other than that for reparations.—A. and N.Z. Cable.

EXCESSES OF SMART SET.

LONDON, January 31. • Visitors-, to German cities are impressed by the spending power of the people generally, the excesses of the smart set, the extravagance, the elaborate foods and pleasures,. and the consumntion of champagne, which at present surpasses all records. Ostentation has reached its zenith. At a recent gathering of a fast set the hall was decorated with orchids which cost 300 marks each. The Times correspondent describes a fancy dress ball in Berlin at which 5000 dancers thronged the inner halls. The gathering surpassed all records for magnificence. There were gay dresses and brilliant uniforms, and heels were clicked in the same old way in imitation of the former military leaders.—A. and N.Z. Cable.
