THE APPOINTMENT OF TEACHERS.
TO THE EDITOR. \ Sm,— The Minister of Education is the graded primary teachers in the State schools of the dominion to; vote upon the following question:— "That all appointments of teachers shall ba made by all education boards in accordance with the position of applicants on the graded list of teachers, unless the applicant is, in the opinion of the board and the senior inspector, unsuitable for the position. Provided that special provision may be made in cases where a particular type of teacher or a teacher with special q-uaJifications is required. The object of this proposal is to giveeffect to the reform so long fought for by teachers— namely, a dominion system of appointments. If-they wish to break down the barriers of parochialism and to gain for themselves tie privileges enjoyed by other publio servants—that is, the right to employment in any part of the m will vote for the dominion scheme In any case, tho issue is clearly put, and it is tho duty of every teocbor who receives a votingpaper to vote 'Yea" or " Nay." ° I should like to aek my fcllow-toachers to remember, when voting, the following facts: 1. If adopted, the new system 'of ma-kin" appointments cannot come into operation until after tho nerf Tevision of tho graded 2. TJnder the amended grading scheme three great improvements -will operate- (a) All restrictions regarding organisation marks will be abolished; (b) environment marks will be abolished;- (c) provision will be made 'for n teacher to be prated in a higher \ froup if he teaches the maximum of ° his present group, and is recommended by the inspectors.
