(Received Sept. 21. at 5.5 p.m.) The Sailors' and Firemen's Union at Liverpool is holding up the Elder-Demp-ster steamer Monarch, which, it is reported, was to go to Bremen to be repairod, owing to the Liverpool shipwrights' strike.
