PARIS, May 18. The Government Bill, introduced in the Chamber of Deputies, proposes administrative unification of all the French railways. It is planned that control shall be exercised by the Super-directorate of Government workers and owners combined with a common dividend and sinking fund to make up common losses, and uniform rates on the basis of profit and loss on all lines. STRIKES COLLAPSING. PARIS, May 18. (Received May 20, at-0.20 a.m.) Strikers axe returning to work at the railways and ports. Practically all coasting vessels have resumed, and there are several other indications that the strike is collapsing. The Gasworkers' Union has ordered tlie provincial branches to resume. The failure of the strike is provoking violent discussions in Syndicalist circles.—rA. and N.Z. Cable.
