The Aliens' Naturalisation Bill which is being-introduced into tho House of Lords' has been published. It states inter alia: The -measure provides that no alien may bo appointed, to the civil service, nor as master, chief officer, or chief engineer of a British merchant vessel registered in tho United Kingdom, the exceptions being those who performed faithful service in the war. Aliens are also debarred from holding pilotage certificates, an exception being j niade in tho case of French nationals using the ports of New Haven and Grimsby. Special clauses have been inserted providing special powers for the naturalisation of aliens in British possessions, subject to tho proviso in the easo of the dominions "that the measure be adopted by the Legislatures of the dominions."—lmperial Newß Service.
