(Received April 4, at 5.5 p.m.) Mr Josephus Daniels (Secretary of the Navy) has issued a statement denying that he had said Japan constituted a Pacific menace, and pointing out that he does not bdlieve any nation menaces the United States. The United States will not adopt any policy based on antagonism to any .Power in the Pacific. The United States was enlarging the Pacific naval bases only in accordance with the principle of national protection and the preservation of the—world's peace.
