THE SCHELDT DIFFICULTY. PARIS, August 20. The Peace Conference Commission, which is considering a revision of the treaties of 1839, heard the evidence of M. Van Swinderen, whose statement shows that the Dutch Government refuses all concessions, whether territorial, military, or economic.—A. and N.Z. Cable.

[The treaty of 1839 dealt with the separation of Belgium from Holland. Under the present treaty ternw is is proposed to make territorial readjustments, Belgium getting tho south shore of the Scheldt estuary, and Holland being compensated at Germany's expense, west of the Jxrwer Rhine.]
