President Wilson, replying to a -written question from Senators, said that the President of tho United States of America hard no power to declaro peace by proclamation, arid lie would not consent to liny such suggestion. It was questionable, he added, whether tho Leaguo of Nations could be created by three or more nations adhering to tho Paris Convention. President Wilson, explaining the mandatory system, pointed out that the German colonies had been only provisionally granted to the present mandatories, who were subject to the League of Nations as trustees. No legal title to the ex-German territories had been vested in Britain, Australia, South Africa, or New Zealand. A. and N.Z. Cable.
