LONDON BUYER'S OFFER.

The New York Times Washington correspondent learns that the United States Shipping Board announces that a London buyer has ■ offered to purchase 20 wooden, vessels. The prospective buyer has deposited a fund in the bank, and is now awaiting the acceptance of his offer. The price of the vessels is 300,000 dollars each —A. and N.Z. Cable.
