WASHINGTON, May 20. President Wilson, in his Message to Congress, recommends the repeal of prohibition in so far as it applies to beer and "wine.

Tho President also announces that the railways, telegraphs, and telephones will be returned to their private owners \ and N.Z. Cable.

President Wilson's message must relate to the war-time prohibition. Prohibition under tho constitutional amendment does not come into forco until January next. The position wrvi explained in a letter to the National Ooimcfl which was published by us on Tuesday.
