MADRID, January 21. Tho Monarchist leader in Northern Portugal, Senhor Piava Conceiro, has assumed the post of Premier, and has appointed his colleagues. _^ The Royalist flag has been hoisted in the principal northern towns, and the bands played the old Portuguese National Anthem.
Tho Portuguese Government has sent important contingents to suppress the Royalist conspiracy. Government officials state that they have the position well in hand. The recognised leader of the Monarchist Party does not support the movement, and showed the .ringleader a telegram from ex-King Manoel deprecating any attempt at the restoration of the monarchy.—A. and N.Z. MANOEL'S POSITION EXPLAINED,
AWAITING HIS COUNTRY'S CALL.
LONDON, January 23. (Received Jan. 25, at 0.55 a.m.) Ex-King Manoel's Lora-in-waiting, Viscount Usseca, told the Daily Chronicle that Manoel, at the outbreak of war, urged Portugal not to make a movement in his favour for the period of the war. The assassination of the President in December altered the situation, and threatened the country with chaos. Manoel placed himself at Portugal's disposal. If the country wished his return he would go back, regardless _of difficulties and i dangers; but he was in no way privy to the present movement. Manoel had been treated with infinite kindness in England, but he lived with the sole idea of returning to his throne. It must not be forgotten that there were 40 Monarchists in the Portuguese Parliament. A Madrid message states that the vPortuguese Premier, when taking over' his portofolio, visited Oporto, where he was arrested, but he was released when, he promised to support the Monarchists.—A and N.Z.
