LONDON, July 23: The Daily Chronicle's parliamentary correspondent - states that a general election* this year, probably in the first week in December, is now accepted as a certainty. In view of the absence of a clear issue, there is a possibility of an agreement whereby the Liberals and Conservatives will not oppose one another, on condition t-hat the life of the new Parliament is limited to the- period of the war.
