APPEAL TO Till-; TLOER,. Australian and N.Z. Cabin Association. LONDON, January 16. The following passage occurs in the message which the British Trado Union Congress sent to the Russian people : " We adjure tho peoples of Central Europe to force their Governments to answer Russia and ourselves. Wo appeal to them to renounce all annexations in Europe in the same good faith as we renounce them in Asia, and damand that they give the Alsatian, Italian, Polish, and Danish members of their States the. right of absolute self-determination, just as Russia lias given this right to Finland, Courlaud, Lithuania, and Russian. Poland."
NON-FERROUS METALS BILL.

In tlio House of Commons Sir Albert Stanley, President of the Board of Trade, accepted an amendment to tho Non-fer-rous Metals Bill restricting its operation in the United Kingdom, and not affecting any business carried on entirely outside the United Kingdom. TROUBLE IN HUNGARY. THE CABINET RESIGNS.

COPENHAGEN, January 16. (Received Jan. 17, at 7.50 p.m.) The Hungarian Cabinet has resigned, apparently owing to the Crown's rejection of tho Premier's proposal to establish an independent Hungarian army. YARMOUTH BOMBARDMENT. SUPPOSED LARGE WAR VESSEL.

It is presumed that t.he shelling of Yarmouth was a reprisal for air raids in Germany. It is doubtful whether a submarine or a cruiser was responsible, as same of the shells were over-largo fer a submarine. The vessel passed the town, firing as it went.

(Received Jan. 17, at 9.5 p.m.) Official; The Yarmouth bombardment casualties are: Four killed, eight injured. Altogether 50 shells were fired.
TAXATION OF CAPITAL. B.euter's Telegrams. LONDON, January 16. (Received Jan. 17, at 7.50 p.m.) Mr Bonar Law informed the House of Commons that the Government had no indention of imposing a tax upon capital.
